About the Analysis

A benchmark for Latino leadership.

The first annual Representation Analysis examines 13 quarters of employment data across Massachusetts state government, spanning the final year of the Baker administration and the first nine quarters of the Healey administration.

The analysis looks at Latino representation across the state workforce and among top executives, defined as employees at the M9 pay grade or above and unclassified appointments such as Secretaries and Commissioners.

What We Found

Progress, but a persistent leadership gap.

Nearly 15%

of Massachusetts residents are Latino.

9.9%

of the state government workforce was Latino in March 2025.

3.7%

of top executive positions were held by Latinos.

From March 2022 to March 2025, Latino representation across the state workforce increased from 8.5% to 9.9%, while representation among top executives increased from 3.2% to 3.7%. The gains are real, but Latino representation remains well below the community’s share of the Massachusetts population.

From Data to Action

Measurement is only the beginning.

The report calls for stronger Latino leadership pipelines, more intentional recruitment and hiring, continued public reporting, and deeper dialogue between state government and Latino leaders.

The coalition will continue tracking representation and using the findings to inform conversations with institutions and decision-makers.
